Andoria’s counsel of the leaders of the seven nations, absent B’rethenor, the dark elf exile island; and Briee, whose dual-kingdom leaders had not sent emissaries in decades. Though some of its members are at and have been at a longtime war with each other, the remaining seats have split on world affairs. Ambassadors, driven by their own self-interests, drunk on their own wealth and power at World’s Edge, have ignored the concerns of the people they were sent to represent.

Since the time following the War of Wars when the kingdoms reconnected, there was an agreement among the first of the families of each race to create a counsel to handle international affairs with one another. Representatives would speak for each, and conflicts could be handled at a higher level that regional or even national leaders would fail to mitigate.

There have been seven kingdoms throughout the history of Andoria at this time. They are the Dallish Elves, the Dwarven kingdoms of Volruhm and Dun Vlokun, and the human kingdoms of Galinor (the stretch), Arandor (Theranis and Lorenzai), and Foramond. Briee did not participate from either of its Human or Elven kingdoms.

For thousands of years, this counsel had overseen the development of the world. Through its leader Decx Shiffley, Paz worked with the council and his kingdom as a nonpartisan, neutral influence. It had provided the council with many amenities to help improve its effectiveness at keeping the world from at each other’s throats. This was one way they remained isolated, but still generated insane amounts of wealth through their inventions for military and private advancements.

In the past several decades (in relation to the series), cooperation and unity slowly eroded away. For several centuries, Dun Vlokun had been at war over a dispute for ownership of the Jagged Spine, home of the world’s densest and most profitable silver mines. Dwarves claim it is theirs from the time before the War of Wars. The Elves dispute that claim, citing that those mountains rest on the other side of their dual-forest kingdom and are not possibly connected, nor any such agreement had ever been made.

Fifty years ago, a plot was uncovered that the human nations conspired to set up a blockade against Volruhm to keep mithril from making it to Paz in an effort to stabilize the war. But when those efforts failed, it sent a rigid division among the Council, and tensions had been high ever since.

Now, the emissaries from Dallish elves and Don Vlokun dwarves have become as belligerent and inhospitable to each other as their troops, making the rest of the members unable to handle any duties of their position. Meanwhile, Paz, who seemed so intent on being neutral, had supplied both countries with increased shipments of weaponry and ships. Their concerns are if either or both will stop the war with each other and branch out against the humans who had long been left alone while they expanded their above-ground borders.
